Why do metals form rough hydroxides, and non metals form sour hydroxides?

I believe it's something to do with the metallic character decreasing as we move L to R on the intervallic table but I'm not sure what?? Metals lose electrons easily but how does this make them from essential oxides? Likewise with non-metals.

A metal oxide gives you a bunch of oxide ions contained by solution because ionic substances dissociate and separate into cations and anions. The metal ions don't do a lot, but the oxide ions pull the H bad the water molecules and you get a bunch of hydroxide ions lifeless around in solution.

A nonmetal oxide is covalently bonded and has polar covalent bonds between the nonmetal and the O atoms. The oxide ions are not going to be broken sour and moving around in soluton. The result is that when water is added to nonmetal oxides, you bring back something like H2CO3, H2SO4, HNO3, H3PO4, etc. All of these species will behave as acids, because they act as H+ donors.
